๐Ÿ‡ณ๐Ÿ‡ด For Norwegian Citizens Abroad

These are the most important resources for you if you are moving from Norway to another European country:

๐Ÿฅ Health & Social Security

Service Description
Helsenorge: S1 Form S1 Form: Documentation of right to healthcare when moving.
NAV: Folketrygden Membership Rules for membership when living abroad.
NAV: Working Abroad Information on social security rights for workers in EU/EEA.

๐Ÿš‘ EHIC vs. S1 Form: What do you need?

Type Duration What's covered? Best for
EHIC Card Up to 3-6 months Necessary healthcare (emergencies) Tourists and short stays.
S1 Form Over 6 months Full right to healthcare (same as locals) Disability pensioners living long-term/permanently abroad.

Tip: If you plan to be away for exactly 6 months, contact Helsenorge in good time to clarify whether you need the S1 or if the EHIC card is sufficient.

๐Ÿ›‚ Registration & Moving

โณ Length of Stay: Important Thresholds

When planning an extended stay abroad, there are three critical legal deadlines to know:

1. 90 Days (3 Months) โ€” The Residency Threshold

  • Rule: Within the EU/EEA, you can freely stay in another country for up to 90 days.
  • Action: For longer stays, you generally must register with local police or immigration authorities (e.g., NIE in Spain or "Anmeldung" in Germany).

2. 183 Days (6 Months) โ€” The Tax Threshold

  • Rule: If you stay in a country for more than 183 days in a year, you are usually considered tax-resident there.
  • Consequence: You may become liable for tax in the host country on your global income/pension (check the tax treaty between Norway and that country).

3. 6 Months per Year โ€” The Social Security Threshold

  • Rule: To maintain membership in the Norwegian National Insurance Scheme (Folketrygden), you generally must not be abroad for more than 6 months total in a calendar year.
  • S1 Form: If moving permanently (over 6 months) while receiving ufรธretrygd, the S1 form can secure your health rights in the new country while Norway still pays.
